Anthropic opened an office in Singapore on October 14, its fifth in Asia Pacific, and signed an MOU with the Ministry of Digital Development and Information. The document covers AI safety, model evaluations, adoption research and responsible deployment across government and industry.

The MOU connects evaluations, incidents and adoption

Anthropic plans technical exchanges with Singapore's AI safety, security and assurance institutions. The work is expected to cover model evaluations, testing standards and incident response. The company also intends to share Anthropic Economic Index data and offer technical and policy expertise.

The relationship dates to 2023, when Anthropic joined the Generative AI Evaluation Sandbox run by IMDA and the AI Verify Foundation. It later worked with them on red teaming in English, Mandarin, Malay and Tamil. The MOU formalizes an existing relationship rather than starting from a blank page.

Government use has already moved beyond a pilot

More than 1,500 GovTech Singapore engineers and technical staff use Claude Code to modernize government systems. The Cyber Security Agency of Singapore is exploring Claude for cyber defense. DBS, GIC, Grab and Sea are among the private sector users named by Anthropic.

Anthropic says Singapore ranks second among 121 countries in Claude.ai use relative to population, at nearly six times the level its population would predict. The office is therefore not an exploratory flag on a map. It serves a market where government bodies and regulated companies are already customers.

A memorandum does not guarantee public results

The announcement gives no investment figure or target headcount for the Singapore office. It also does not say which evaluations, standards or incident protocols will become public. An MOU defines an intention, but it is not a contract with measurable deliverables and deadlines.

There is also a role conflict to manage. Anthropic supplies the model, advises on policy and may influence how its safety is measured. Singapore gains useful technical access only if it keeps independent tests and the ability to compare Claude with competitors.

Published standards will reveal the partnership's value

The meaningful outputs will be public evaluation methods, a rehearsed incident response process and funded programs for small and medium businesses. Another signal will be whether Singapore releases unfavorable findings as readily as favorable ones.

Singapore has its own institutions, experience with AI Verify and live government deployments. If the MOU turns that foundation into comparable tests and vendor-neutral rules, the region will gain more than another office in Raffles Place.

Lilith's verdict

Anthropic is no longer standing before Singapore with a slide deck. Claude is already working inside government, so the MOU earns its value only when the state publishes the red marks as well as the good grades.
